County sues to close 3 parlors, night club

Harris County sued three unlicensed massage parlors and a late-night club on Tuesday as part of a continuing effort to have crime-ridden businesses declared public nuisances and shut down.

Petitions were filed against Crystal Relaxation, Empire Foot Reflexology and Royal Spa, as well as Nite Moves club. The owners also were sued. All four businesses are at 921 West FM 1960, in a shopping center which also contain a karate studio and a church.

The strip mall was the site of a multi-agency prostitution raid last month in which at least a half-dozen women were arrested.

The lawsuits request that the courts order the businesses closed for one year.

The petitions allege that the spas are dens of prostitution and human trafficking. Proprietors use young women, mostly from Korea, to perform services, according to senior assistant county attorney Fred Keys, the lead lawyer on the cases.

The county claims that Nite Moves is the site of gang activity, drug sales and other illegal acts. The club and the shopping center are owned by George Naddour of California.

According to a news release from Harris County Attorney Vince Ryan's office, hundreds of complaints have been made to law enforcement agencies since 2009, resulting in 57 investigations at the shopping center.

The lawsuits are the latest in a long-running battle between sexually oriented businesses and local government officials.

Last month, Harris County and the city of Houston filed a lawsuit seeking to have Treasures strip club declared a public nuisance and shut down.

That petition alleged that human trafficking, habitual prostitution and drug activity were allowed on its premises.
